Rio de Janeiro has formally announced its proposal to establish the first permanent BRICS headquarters by 2025, leveraging the historic Brazilian Jockey Club building as a diplomatic hub. Deputy Mayor Eduardo Cavaliere presented the operational plan to Brazil’s Ministry of Foreign Affairs, aiming to institutionalize the bloc’s operations beyond its current rotating presidency model.
The MOVE signals Rio’s ambition to elevate its global standing as a geopolitical nexus. Mayor Eduardo Paes submitted a detailed letter of intent to President Lula following the July 2025 summit, marking a strategic shift for BRICS toward fixed infrastructure. While China currently hosts temporary facilities, Rio’s bid could redefine the alliance’s operational framework.
